Issues of Control Panel?

When I go to my control panel to check some maintenance issues such as performance, sound, voice and devices self, etc … my computer goes blank for a second, then I lose three or more of my icons near the clock and Microsoft appears willing to report the problem. This happens every time and has been since day one when I got to my computer. My computer is a HP / Compaq 2002 and kept in good condition …. but why I can not ck subjects in the control panel without losing my icons near the clock. HELP?
