I don’t know. Maybe the city of los angeles should charge a surtax on hotels or the DWP, gas company & phone company charge a huge fee to connect non resident users. Also charge the banks a fee for users sending money to mexico. Plenty of ways to generate revenue without hurting the residents. having a 2 tier fine for traffic offenders, residents of Los angeles and a 25% surcharge for non LA County residents. works for me.
